"Unlimited Companion Framework" allows 15, whereas "Unlimited Followers'" mod author, Amoveve, posted in 2016! that his mod was obsolete, not to use his mod, UF, and to use UCF instead. UF only works for a limited list of vanilla followers (so you can only have one custom follower and no dogmeat) and have to use console commands.
